These are two hemstitches in Gilaki. It seems some of the marginal notes are related to the Caspian Zaydis.
There is a word on the top of the page, above the verse which could be both Kili and Gili.
مؤن نخؤرمیره مرأ خؤره غمی بار
چؤن نخؤشه می زندئی اوییار
